Drill Sergeant NCOER Bullets: 9 Examples With the Tier Reasoning Shown
A drill sergeant NCOER written in line-unit language reads wrong to everyone who matters: the rater who signs it, the reviewer who checks it, and the board that scores it. These nine examples are written in the metrics the duty actually produces, and each one shows why it reads as Met, Exceeded, or Far Exceeded under DA PAM 623-3 ¶3-11a.
I’ve spent years on the rating chain writing and reviewing these evals. Drill sergeant NCOERs fail in a predictable way: the writer reaches for the vocabulary of the line unit they came from, and the trail of squad attacks and gunnery tables tells the board nothing about what the NCO actually did for two years on the trail.
// 01What makes a drill sergeant NCOER different
The duty produces its own metrics: trainees soldierized to standard, basic warrior tasks taught, attrition mitigated through coaching and discipline, cycle volume managed, and named recognition like Drill Sergeant of the Cycle, Quarter, or Year. Those are the numbers that belong in the bullets. Line-unit maneuver framing, the platoon attacks and vehicle gunnery and FTX maneuver language, is not the work of this duty position, and using it reads as filler.
Quantify in trainees, cycles, and soldierization outcomes, and use drill sergeant peer comparisons where they are true: “top DS of 14 in the BN” is a real tier signal because it is the regulation’s own distribution language made checkable. And the format rules do not bend for special duty. Per DA PAM 623-3 ¶3-6b, bullets start with a small letter “o,” begin with a past-tense action word, and run no longer than two lines, preferably one.

Full verbatim text lives in the four-tier explainer; the short version, per DA PAM 623-3 ¶3-11a: Met (¶3-11a(2)) is appropriate initiative with positive impact, the solid work a majority of NCOs at the grade demonstrate. Exceeded (¶3-11a(3)) is disciplined initiative taken often, with immediate, measurable impact: upper-third work. Far Exceeded (¶3-11a(4)) adds what Exceeded doesn’t have: consistency across the period, an enduring effect that outlasts it, and leadership that enables Soldiers and unit to far surpass the standard.

Why this reads as Met: enforcing the standard for those in the NCO’s charge is ¶3-11a(2)’s own language, and on the trail it is the whole job. The zero is a real fact worth recording, but a clean record at the required standard is Met, not a comparative claim.

Why this reads as Met: being the walking uniform standard is the drill sergeant’s baseline duty. It matters, it belongs on the report, and it is what the majority of NCOs on the trail deliver, which is exactly what ¶3-11a(2) describes.
Met: ¶3-11a(2) · Achieves
o trained and graduated 4 BCT cycles on schedule; certified 240 trainees in basic warrior tasks and battle drills
Why this reads as Met: quantified, honest, on time, all year. No comparative claim and no initiative beyond the billet, and that’s fine. An honest Met beats an inflated Exceeded every time the reader knows the pamphlet.

Exceeded: ¶3-11a(3) · Achieves

Why this reads as Exceeded: disciplined initiative (remedial instruction nobody ordered) with an immediate, before-and-after result. The 78 to 93 delta is the tier signal, not the size of the range card.
Exceeded: ¶3-11a(3) · Develops
o cut cycle attrition from 12% to 5% with a peer mentor program for at-risk trainees; 14 additional Soldiers graduated
Why this reads as Exceeded: attrition mitigated is the duty’s core development metric, and this bullet shows the mechanism and the measured outcome. Immediate impact, quantified. No claim the program outlived the rater’s cycles, so it stays Exceeded honestly.
Exceeded: ¶3-11a(3) · Intellect
o rebuilt land navigation instruction after a 30% first-run failure rate; retest failures fell to 4% the same cycle
Why this reads as Exceeded: the NCO diagnosed a training problem and fixed it inside one cycle, with the numbers to show it. And why it is NOT Far Exceeded: nothing here says the fix was adopted beyond this drill sergeant’s own instruction or outlasted the cycle. If that happened, say so, and the tier changes.

Far Exceeded: ¶3-11a(4) · Leads
o earned Drill Sergeant of the Cycle twice; rated top DS of 14 in the BN; led both cycles to the BN’s best AFT pass rates
Why this reads as Far Exceeded: repeated named recognition plus a peer-distribution fact (“top DS of 14”) is the regulation’s “best of the upper third” made checkable, and the cycle outcomes show the leadership multiplier: trainee results moved because of this NCO.
Far Exceeded: ¶3-11a(4) · Develops
o rebuilt the remedial PT program after 3 cycles of AFT failures; next 4 cycles passed 100% and the BN adopted the program
Why this reads as Far Exceeded: enduring effect, twice over. The fix kept working across 4 cycles, and it was institutionalized beyond the NCO’s own platoon. The result outlasts the rating period, which is the exact discriminator ¶3-11a(4) adds over (3).
Far Exceeded: ¶3-11a(4) · Presence
o sustained the DS standard through 8 straight cycles with zero lost training days; his PRT prep model adopted BN-wide
Why this reads as Far Exceeded: “sustained” across 8 cycles is the consistency marker stated as a checkable fact, and the BN-wide adoption is enduring effect. Two of the paragraph’s own markers, no adjectives doing the work.

No numbers, no cycles, no recognition, no adopted program. Adjectives and respect are real, but neither is a ¶3-11a(4) marker.
