NCOER Duty Description: Part III Sets the Baseline, Part IV Shows the Impact

Open a stack of NCOERs and read only Part III. Most of them are the same three sentences the last NCO in the billet used, copied forward and never touched. Then turn to Part IV and the same NCO is moving mountains. The board’s problem is simple: with no baseline in Part III, there is no way to tell whether those Part IV bullets are the job or the exception.

The framing in this piece comes from a post by CSM Gustavo Arguello, shared in a private NCO group, on why the duty description is the most under-worked block on the whole form. We are quoting a few of his lines with credit and building the mechanics out from there. The examples, the tier reasoning, and the counseling workflow are ours.

Part III of the DA Form 2166-9 is the daily duties and scope block: the plain-language description of what the rated NCO was actually responsible for during the period. It is not graded. No box gets checked on it. And precisely because nothing is riding on it directly, it is the block that gets the least attention and does the most quiet damage.

That is the whole problem in one sentence. Every Part IV bullet is a claim about performance, and performance is a comparison. Above what? The only place the answer can live is Part III. If Part III says nothing specific, the board reads your strongest bullets with no scale to weigh them on.

// 01What a baseline actually is

A duty description sets a baseline when it says, in numbers, how big and how hard the job was. Not the title. Not a paraphrase of the MOS description. The measurable shape of the billet. Five things carry almost all of the weight:

  • People. How many Soldiers, of what grades, in what structure (squad, section, platoon, multiple teams).
  • Dollars. Property book value, budget managed, the dollar figure the NCO was signed for or accountable to.
  • Equipment. Density and type: number of vehicles, weapon systems, sets of sensitive items, the fleet size behind the word “maintenance.”
  • Dispersion. Geographic spread: one motor pool or six sites, a company footprint or a sector measured in kilometers, multiple training areas at once.
  • Special emphasis. The commander’s priorities for this specific period: the certification that had lapsed, the deployment being sourced, the inspection the unit was rebuilding toward.

Those five turn a title into a baseline. Once they are on the page, a reader knows the size of the hill before they read a single word about who climbed it. That is the job of Part III, and it is the only block that can do it.

// 02The supply sergeant, weak and strong

Arguello’s own worked example is a supply NCO, and it is worth walking through with credit because it is the cleanest illustration of the gap. Paraphrasing his contrast: a weak Part III for a company supply sergeant says something close to “responsible for the supply and logistics of the company.” True, generic, and completely unweighable. It could describe the best supply sergeant in the division or the worst, and the reader cannot tell which.

The strong version, in his framing, puts the scope on the table: the dollar value of the property the NCO was accountable for, the size of the formation being supported, the equipment density behind the word “logistics.” Now a Part IV bullet about a flawless change of command inventory or a zero-loss field problem has something to land against. The reader can see the weight of the job, so they can see the size of the win.

// 03A fire support lane, the same lesson

Here is an original pair from a different MOS, a 13F fire support NCO in a rifle company, to show the same mechanic outside the supply lane. First, the weak Part III and a Part IV bullet with nothing to stand on:

Part III: weak

Serves as the Fire Support NCO for the company; responsible for fire support planning, coordination, and training.

A restatement of the MOS. No people, no systems, no sector, no emphasis. Nothing to measure a bullet against.

Part IV: orphan bullet

o planned and coordinated fire support for the company during multiple training events

Is this impressive? Impossible to say. It reads exactly like the duty description, which is the whole problem. It could be a Met bullet or a great one, and the board has no way to tell.

Now the same billet with a Part III that actually sets a baseline, followed by two bullets that each show a measurable delta against it:

Part III: strong

Fire Support NCO for a 130-Soldier infantry rifle company; principal advisor to the commander on all indirect fires; trains and certifies 3 forward observer teams; plans and coordinates fires across a 15-km company sector. Special emphasis: regaining Table VI field artillery gunnery certification after an 18-month lapse.

People (130 Soldiers, 3 FO teams), systems and advisor role, dispersion (15-km sector), and the commander’s named priority for the period. Now Part IV has a scale.

Part IV: Exceeded

o certified all 3 FO teams on call-for-fire during the company FTX; cut average time-to-rounds from 4 minutes to 90 seconds

The baseline says 3 teams. The bullet certifies all 3 and adds a quantified, immediate result (time-to-rounds more than halved). Immediate impact, above the standard: Exceeded, and the reader can see it against Part III.

Part IV: Exceeded

o led the company FA gunnery recertification after an 18-month lapse; qualified all 3 FO teams Table VI on the first attempt

This bullet answers the special-emphasis line directly. Because Part III named the lapse as the priority, the board reads “first attempt after 18 months” as the win it is, not a routine range week.

Same NCO, same facts. The only thing that changed is that Part III gave the reader a baseline, and the bullets were written to beat it on purpose. That is the entire technique.

// 04The tier connection: why the baseline decides the box

This is where the duty description stops being a formatting nicety and starts moving box checks. Read the two lower tier definitions from the pamphlet, verbatim:

(2) Met standard. Rated NCO successfully achieves and maintains the required Army standards and organizational goals of leader competencies and attributes... this level of performance is considered normal and typically demonstrated by a majority of NCOs of the same grade. DA PAM 623-3, ¶3-11a(2)
(3) Exceeded standard. Rated NCO performs above the required Army standards... results have an immediate impact on the mission, their Soldiers, the unit, and the Army; this level of performance is not common, typically demonstrated by the upper third of NCOs of the same grade. DA PAM 623-3, ¶3-11a(3)

Look at the verb in the Met definition: achieves and maintains the required standard. A bullet that only restates the duty description is, by the regulation’s own language, a Met bullet. It says the NCO did the job the billet requires. Nothing wrong with that, but it is the normal standard, the majority of NCOs at the grade.

Part IV: Met (restates the baseline)

o trained and certified the company’s 3 forward observer teams during the rating period

This is the duty description in past tense. It confirms the NCO did exactly what Part III said the job was: “successfully achieves and maintains” (¶3-11a(2)). Honest, and Met.

Exceeded and Far Exceeded live in the measurable gap between the baseline and the result. The “immediate impact” that ¶3-11a(3) demands is, definitionally, something above the baseline. If Part III never established the baseline, the gap has nothing to be measured from, and your best bullet quietly reads as Met to a board that cannot see what it exceeded. The stronger the baseline in Part III, the more room your bullets have to visibly clear it.

// 05Lock the baseline in at the initial counseling

Arguello’s practical takeaway, and ours, is that Part III is not a rating-time problem. It is a Day 1 problem. The duty description should be written and agreed at the initial counseling, at the start of the rating period, not reconstructed from memory the week the report is due. When the NCO and the rater lock the scope in early, three things follow: the NCO knows exactly what standard they are being measured against, the rater has a stable baseline every bullet can be checked against, and nobody is inventing scope under deadline pressure.

None of this requires a longer Part III. It requires a specific one. Five lines with real numbers beat fifteen lines of MOS boilerplate every time, because the board is not reading Part III for prose. They are reading it for the scale to weigh Part IV. Give them the scale.
